EEOC Counselor 32-hour Initial Training
FELTG’s 32-hour EEO counselor training provides the mandatory initial training for new counselors that’s required by EEOC, and much more. The course is taught over four 8-hour days but can also be taught over five days or in other iterations. Our experienced instructors will explain the latest in EEO law in easy-to-understand terms and help you develop the skills necessary to be an effective counselor.
Part 1: Introduction and the Role of the Counselor
What makes a good counselor? What are the qualifications? This intro to counseling will provide the foundational guide to all steps of the EEO process, including a look at the counselor’s role in alternative dispute resolution.
Learning objectives
- Define EEO terms such as basis, pro se, formal complaint, and more.
- Recognize the roles and responsibilities of various offices within the agency.
- Identify the purpose and proper approach for the EEO counselor.
Part 2: Theories of Discrimination
We dive into the various bases of discrimination and take a look at intentional discrimination based on race, color, and national origin; disparate impact; reprisal; reasonable accommodation; hostile work environment; and discrimination and harassment of LGBTQ+ employees.
Learning objectives
- Explain the structure of the EEOC and its jurisdiction.
- Differentiate between circumstantial and direct evidence.
- Discuss the various theories of discrimination.
Part 3: Interviewing for EEO Counselors
This class provides an introduction to interviewing the counselee and the RMO. We’ll share how to prepare for the interviews and identify the mistakes to avoid.
Learning objectives
- Identify the keys to interviewing the counselee.
- Interview challenging witnesses.
- Explain when a contractor is an employee for EEO purposes.
Part 4: Writing the Report
It’s time to put what you’ve learned so far into practice. The final part of the initial 32-hour training will include plenty of exercises, including the practice of writing the report.

- Identify the mistakes to avoid in the counseling process.
- Effectively organize the report.
- Recognize the secrets to good writing.
Event FAQs
Is there any flexibility with course durations for Agency Direct training?
Yes. Many agencies have requested that full-day courses be taught over two half-days to ensure maximum engagement, especially when the course is being taught virtually. Any course can be spread out over multiple days or condensed into shorter sessions. And shorter classes can often be combined to build longer courses covering more topics. We’ll be happy to discuss the options that are most convenient to you.
In what format is this class held?
The class may be held onsite at an agency location, or as a live virtual event. Virtual events are generally held using your agency’s platform (Zoom, WebEx, Teams, etc.). In certain situations where FELTG hosts, the event will be held on Zoom or Teams.
Can I earn CLE credits for this class?
CLE applications are the responsibility of each attendee; FELTG does not apply for the credits on behalf of attendees. If you are seeking CLE credit, you may use the materials provided by FELTG in submission to your state bar. You may also request a certificate of completion which will contain the number of training hours attended.

Frequently Asked Questions About Our Training Courses
Can I attend Virtual Training from my government computer?
FELTG uses Zoom to broadcast our Virtual Training Institute events. Many government computers and systems allow Zoom access. If for some reason your firewall will not allow access, you’re welcome to use your personal email address to register, and to attend the sessions from your personal device.
Can I share my access link with co-workers?
No. Registration for each event is per individual, and access links may not be shared. Each link may only be used by one person.
Can I register a teleworker?
Each event is individual registration, so the cost is the same whether the person is teleworking or in an agency facility.
How do I receive a group rate discount?
Group rates are available for agencies registering 10 or more individuals. Group discounts end the same day as early bird registration. Please see the event description for exact details.
