But in the modern workforce, those definitions aren’t always that clear. Almost 18 percent of all adults have a mental illness diagnosis at some point in their lives. The COVID-19 pandemic has exacerbated the ongoing mental health crisis in this country. It may seem that you or your coworkers are a little more on edge lately. Most likely, you or they are. Nearly 8 million adults annually experienced Post-Traumatic Stress Syndrome in a given year – and that data was collected before the pandemic. More recent studies show increases in stress, anxiety, and PTSD among adults, and at the same time agencies are planning to bring employees back to the physical workspace. Attendees will learn how PTSD, stress, and anxiety could manifest in the workplace and how agencies can create success for employees with these mental health conditions.
The rates of anxiety and depression among U.S. adults increased times 4 between April 2020 and August 2021, compared to 2019. Prior to the pandemic anxiety rates hovered between 7.4% – 8.6% of U.S. adults, compared to 28.2% and 37.2% after the pandemic hit. Similarly, for depressive symptoms prior to the pandemic, the rates hovered between 5.9% -7.5% compared to 20.2% to 31.1% after the pandemic.

Each day focuses on a specific topic – a day each on Accountability, Challenges, and Trends. And we’ve added a bonus fourth day with a focus on Labor Relations. Make Your Best Case: Effectively Preparing Performance Narratives

Preparing performance narratives can be tough. It’s a lot of writing, sometimes it’s hard to make the documentation you have fit what was written in the performance plan, and sometimes you know there’s going to be a fight about what you put down on that form. It may be the employee who thinks the rating should be higher. Sometimes, it’s a reviewer who doesn’t necessarily see your employee’s performance at the same level as you do. And, in some agencies, there are review panels that may be scouring your documentation. FELTG Senior Instructor Barbara Haga provides guidance to make preparing performance narratives less tough – and more effective.

What You Think You Know About AWOL is Probably Wrong

You can’t discipline an employee for AWOL unless it has reached a certain number of days. Employees can’t be removed for AWOL. You can’t be charged AWOL for time that you were physically present in the office. None of these statements is true; they are AWOL myths. During this presentation, FELTG President Deborah Hopkins will shatter those myths and provide you with clear guidance on how to handle situations when an employee doesn’t show up for work. Other Types of Harassment: Beyond Discriminatory and Sexual Harassment

Not everyone has the same definition of “harassment.” While most professionals recognize harassment that violates Title VII, some employees consider it harassment when supervisors provide unflattering performance feedback. Course Description
When faced with a case involving appealable adverse actions, an arbitrator must apply the same substantive standards as the Merit Systems Protection Board. The arbitrator must decide whether discipline was appropriate, and also assess whether the agency considered the relevant factors in determining the penalty. Just like an MSPB judge, the arbitrator has the authority to mitigate the penalty if it is outside the bounds of reasonableness. In this 60-minute webinar, Joe Schimansky will explain how the Douglas Factors came about and provide a detailed look at the role those factors play in the arbitration process.

Robust. Uninhibited. Wide-open. These are words the U.S. Supreme Court used to describe the type of debate by union officials that is considered “protected activity.” But how robust, uninhibited or wide open? And when? Those are the questions that Ann Boehm will answer during this training.
There are many tales of profanity, shouting, rough speech, and bullying taking place between union reps when performing representational duties — and not just during negotiations. As the new year turned, former FLRA Chair Ernest DuBester’s holdover term ended, leaving just two Authority members — Democrat Susan Tsui Grundmann (the new Chair) and Colleen Duffy Kiko (a former FLRA Chair). No one has yet been nominated. There is also no nominee yet for General Counsel, putting the Acting GC on borrowed time.

Description
We were all still processing the news of the horrific gun violence at a dance studio in Monterey Park, Calif., that killed 11 people, when news broke of another mass shooting in the Golden State. Authorities have deemed the shooting in Half Moon Bay that killed seven as “workplace violence” that stemmed from “workplace conflict.”
Whether it’s a disgruntled employee or customer, or a domestic issue that follows an employee to work, workplaces are at a distinct risk of violent incidents.
How you prepare yourself to protect the lives of those around you? Are there risk factors that might give you an indication of when someone will become violent? What can you do to help prevent a violent tragedy occurring where you work?
This topic is too important to ignore. FELTG Instructor Shana Palmieri, LCSW will present Assessing Risk and Taking Action: Threats and Violence in the Federal Workplace. Ms. Palmieri, who specializes in mental health and handled the aftermath of the Navy Yard shooting in 2013, will cover:

If one of your agency’s employees had a mental health crisis in the workplace, would you know what to do? And with many employees still working remotely, how would you even know?
Almost 18 percent of all adults have a mental illness diagnosis at some point in their lives. We already had a mental health problem in this country before COVID-19 pandemic, which exacerbated the crisis in this country.
This virtual training program will provide highly practical guidance and straight-forward advice on dealing with the very unique challenges you face at this time. Licensed Clinical Social Work Shana Palmieri will de-stigmatize the truth about “mental illness” and will explain the impact various mental health conditions have on individuals, and those they work with. She’ll provide strategies for effectively supervising and managing employees with these conditions, even as they work remotely. Ms. Palmieri will answer challenging questions, such as:
- What do you do if you suspect a mental health crisis and the employee won’t answer his phone?
- How do you provide constructive criticism to someone who exhibits narcissistic behavior?
- If you suspect that one of your employees has a mental impairment, what can you do beyond directing them to EAP?
- What are the symptoms of a personality disorder?

Robust. Uninhibited. Wide-open. These are words the U.S. Supreme Court used to describe the type of debate by union officials that is considered “protected activity.” But how robust, uninhibited or wide open? And when? Those are the questions that Ann Boehm will answer during this training.
There are many tales of profanity, shouting, rough speech, and bullying taking place between union reps when performing representational duties — and not just during negotiations. Ms. Boehm will share several cases that highlight robust activity that were considered “protected activity” and provide details of FLRA decisions that illustrate behavior that very clearly crossed the line into misconduct.

Neurodiversity refers to the diversity in how people think, learn, and behave – it’s the idea that people interact with their environment in many ways. Neurodiversity is also inclusive of individuals with learning differences, autism spectrum disorders, or other neurological or developmental conditions such as ADHD.
Research estimates that around 1 percent of the population has an autism spectrum disorder, between 5-9 percent are estimated to have a learning disability and just under 10 percent have a diagnosis of ADHD. The ability to recruit and retain neurodivergent employees will make your agency more diverse — and effective.

And that risk is heightened when it’s a Federal workplace. Earlier this year, Attorney General Merrick Garland announced a “deeply disturbing spike” in threats against Federal workers.
How do you prepare yourself to protect the lives of those around you? Are there risk factors that might give you an indication of when someone will become violent? What can you do to help prevent a violent tragedy occurring where you work?
This topic is too important to ignore. FELTG Instructor Shana Palmieri, LCSW will present Assessing Risk and Taking Action: Threats and Violence in the Federal Workplace. Ms. Palmieri, who specializes in mental health and handled the aftermath of the Navy Yard shooting in 2013, will cover:
- Warning signs that violence may be imminent, and dynamic risk and protective factors for workplace targeted violence
- Creating an internal threat assessment investigation
- Equipping Threat Management Teams to respond to threats or violent acts
- Understanding the personality traits and cognitive issues that contribute to violent behavior – and those that don’t
- Domestic or intimate partner violence and the Federal workplace

Course Description
Robust. Uninhibited. Wide-open. These are words the U.S. Supreme Court used to describe the type of debate by union officials that is considered “protected activity.” But how robust, uninhibited or wide open? And when? Those are the questions that Ann Boehm will answer during this training.
There are many tales of profanity, shouting, rough speech, and bullying taking place between union reps when performing representational duties — and not just during negotiations. Ms. Boehm will share several cases that highlight robust activity that were considered “protected activity” and provide details of FLRA decisions that illustrate behavior that very clearly crossed the line into misconduct.
