And then came the decision in Santos v. NASA, which requires agencies to have substantial evidence of poor performance BEFORE the implementing the PIP. It’s one of the situations most managers would most like to avoid — an employee who doesn’t show up for work. As agencies order some employees to return to the physical workplace, the chances an employee will not show up and not provide notice has increased. Is the best way to discipline the employee to charge him with AWOL? What if he comes up with a reasonable explanation for his absence? Can you deny a leave request when an employee was AWOL? June 4: Coaching for Individuals and Teams – Tips for Supervisors
Working with a skilled coach can transform individuals and teams. When coaching an individual supervisor, the coach creates a safe and confidential space to clarify issues. A client learns to maximize strengths and minimize self-sabotage, and to improve communication (up, down, and across the organization). When working with a team, the coach employs observation, discussion and assessments to understand and minimize unproductive conflict and maximize the talents and perspectives of team members. During this hour-long class, participants will learn what to expect when working with a coach, the complementary roles of a facilitator, consultant, and coach, and examples of positive outcomes for individuals and teams.
July 16: Providing Effective Reasonable Accommodations in 2024
The reasonable accommodation process has always been challenging and full of surprises. The past year alone has seen the introduction of a new reasonable accommodation requirement for pregnant employees and the Supreme Court’s decision changing the undue hardship definition for religious accommodations. If a federal employee is required to have access to classified information, then the employee must be eligible for a security clearance in order to keep that position. What happens when that employee no longer has that clearance? What role does the MSPB play? What proof does the agency need to provide if the employee appeals a removal? What are the pitfalls that agencies need to avoid?
During this two-hour virtual event, Ann Boehm will detail how to handle a security clearance revocation and any resulting indefinite suspension or removal from employment. Ms. Boehm spent 26 years as a government attorney, focusing primarily on employment and labor law in federal enforcement agencies, so she’s just the person to answer any questions you might have – and she’ll do so in this live event.

If only the work of a Federal administrative investigation was as easy as these fictional detectives make their jobs seem. Instead, there are more than enough opportunities for you to come out looking like a bumbling Inspector Clouseau.
During her distinguished Federal (and post-Federal) career, Roslyn Brown has seen her fair share of investigations that have gone the wrong way. It could be an investigator’s failure to interview certain witnesses, a failure to take a complainant’s statement into account, or, perhaps, an action, such as a widely shared email, that shows a lack of objectivity. An investigator’s failure to stay up to date with case law could sink a case, as could the inability to meet your deadlines.

If you’ve attended FELTG accountability training, you know the numerous pitfalls that can derail an agency’s disciplinary action, whether it’s suspension, demotion, or removal. But even when executed correctly, traditional discipline can sometimes make a bad situation worse. For example: You suspend an employee and create more work for everyone else on the team. Sometimes, the most “effective and efficient” approach is not a traditional disciplinary action. Late last year, OPM issued regulations that removed a prohibition on clean record agreements, returning to agencies a tool “to resolve informal and formal complaints.” It is one of many alternative disciplinary tools Federal supervisors have. In this two-hour virtual training, FELTG Instructor Deborah J. Hopkins will explain why, how, and when to use numerous alternative actions, including not just clean record agreements, but also:
- Last chance agreements
- Last rites agreements
- Paper suspensions
- Reprimands in lieu of suspensions

The goal of discipline is to rehabilitate. In certain circumstances, alternative sanctions are the more effective approach. Final Agency Decision sounds so, well, “final.” But it most definitely is not. A FAD is appealable, by the complainant, to the EEOC. And many employees have and will continue to take advantage of that opportunity to appeal the agency’s decision. And here’s the thing: The EEOC’s decisions are filled with reversals of the agency’s FAD, finding no discrimination.
How do you avoid such a disappointing decision?
Learn how to write an effective final agency decision. To do that requires a knowing and understanding of discrimination law, as it is uniquely applied to the Federal workplace.

April 9: Handling AWOL and Failure to Follow Leave Procedures
It’s one of the situations most managers would most like to avoid — an employee who doesn’t show up for work. As agencies order some employees to return to the physical workplace, the chances an employee will not show up and not provide notice has increased. Is the best way to discipline the employee to charge him with AWOL? What if he comes up with a reasonable explanation for his absence? Can you deny a leave request when an employee was AWOL? This class will give you all of the tools and knowledge you need to successfully and confidently respond when employees fail to follow leave procedures.
May 7: How to Use a PIP in 2024
Federal supervisors have a useful tool to deal with underperforming employees – the Performance Improvement Plan (PIP). Yet, supervisors have consistently struggled with getting PIPs right. And then came the decision in Santos v. NASA, which requires agencies to have substantial evidence of poor performance BEFORE the implementing the PIP. This class will detail the ins and outs of this requirement and share clear guidance and the effective, time-tested FELTG approach to handling unacceptable performance in 2024.
June 4: Coaching for Individuals and Teams – Tips for Supervisors
Working with a skilled coach can transform individuals and teams. When coaching an individual supervisor, the coach creates a safe and confidential space to clarify issues. A client learns to maximize strengths and minimize self-sabotage, and to improve communication (up, down, and across the organization). When working with a team, the coach employs observation, discussion and assessments to understand and minimize unproductive conflict and maximize the talents and perspectives of team members. During this hour-long class, participants will learn what to expect when working with a coach, the complementary roles of a facilitator, consultant, and coach, and examples of positive outcomes for individuals and teams.

Neurodiversity refers to the diversity in how people think, learn, and behave – it’s the idea that people interact with their environment in many ways. Neurodiversity is also inclusive of individuals with learning differences, autism spectrum disorders, or other neurological or developmental conditions such as ADHD.
Research estimates that around 1 percent of the population has an autism spectrum disorder, between 5-9 percent are estimated to have a learning disability and just under 10 percent have a diagnosis of ADHD. The ability to recruit and retain neurodivergent employees will make your agency more diverse — and effective.
In this two-hour virtual training event, FELTG Instructor Shana Palmieri, LCSW will provide an overview of diagnoses that fall under the term “neurodivergence” and share guidance on how to best create an inclusive workplace.

Any effective misconduct investigation starts with a solid foundation of the law and an understanding of the full scope of your investigation.
In this two-hour class, Ann Boehm will explain the principles that underpin a successful investigation of federal employee misconduct and harassment, including the five elements of discipline, evidence standards, burdens of proof, and more. She’ll share guidance on developing the investigation, from creating a plan to determining who to interview and gathering relevant documents.

The second session in FELTG’s annual Reasonable Accommodation webinar series builds on the first and focuses on the step that is critically important yet seemingly indescribable for many Federal supervisors, HR and EEO specialists, and program managers – the “interactive process.”
Reasonable accommodations should generally be determined after a discussion between the employee and the agency, through what is called “the interactive process.” This 60-minute webinar will tackle what you need to know about this process, when working with employees to determine a reasonable accommodation.

The third session in FELTG’s annual Reasonable Accommodation webinar series focuses on one of the most commonly requested accommodations for individuals with physical and mental disabilities – telework. It turns out telework may also be one of the most effective accommodations, but it’s not for everybody.
This 60-minute webinar will dive into a discussion on recent and relevant Federal cases – won and lost – involving telework requests as reasonable accommodation. This course will explain the circumstances and that make telework “unique” among reasonable accommodation requests and prepare you to do the appropriate interactive discussion and analysis.
Attendees will learn how to:
- Recognize when an agency can legally deny telework as an accommodation.
- Determine what to do if telework would be an effective accommodation, but something else would work, too.
- Identify what the EEOC says about accommodating an employee’s commute.

April 9: Handling AWOL and Failure to Follow Leave Procedures
It’s one of the situations most managers would most like to avoid — an employee who doesn’t show up for work. As agencies order some employees to return to the physical workplace, the chances an employee will not show up and not provide notice has increased. Is the best way to discipline the employee to charge him with AWOL? What if he comes up with a reasonable explanation for his absence? Can you deny a leave request when an employee was AWOL? This class will give you all of the tools and knowledge you need to successfully and confidently respond when employees fail to follow leave procedures.
May 7: How to Use a PIP in 2024
Federal supervisors have a useful tool to deal with underperforming employees – the Performance Improvement Plan (PIP). Yet, supervisors have consistently struggled with getting PIPs right. And then came the decision in Santos v. NASA, which requires agencies to have substantial evidence of poor performance BEFORE the implementing the PIP. This class will detail the ins and outs of this requirement and share clear guidance and the effective, time-tested FELTG approach to handling unacceptable performance in 2024.
June 4: Coaching for Individuals and Teams – Tips for Supervisors
Working with a skilled coach can transform individuals and teams. When coaching an individual supervisor, the coach creates a safe and confidential space to clarify issues. A client learns to maximize strengths and minimize self-sabotage, and to improve communication (up, down, and across the organization). When working with a team, the coach employs observation, discussion and assessments to understand and minimize unproductive conflict and maximize the talents and perspectives of team members. During this hour-long class, participants will learn what to expect when working with a coach, the complementary roles of a facilitator, consultant, and coach, and examples of positive outcomes for individuals and teams.

The reasonable accommodation process has always been challenging and full of surprises. The past year alone has seen the introduction of a new reasonable accommodation requirement for pregnant employees and the Supreme Court’s decision changing the undue hardship definition for religious accommodations. Course Description
Your heart suddenly beats faster, and your blood pressure rises exponentially. It could
be a health issue. Or possibly, you may have heard your name mentioned in connection with “an EEO case.” As the much-repeated saying goes: We fear what we don’t understand. This class aims to lessen the fear by providing you with a full description of the supervisor’s role during each stage of the EEO process.
This engaging and interactive class will explain the critical role you play as supervisor in
EEO counseling, investigator interrogatories, settlement discussions, depositions, and
hearings. Attendee participation in scenario-based discussions and workshops is an
important key for this program. Audio participation is required, but video participation is
optional.

The fifth session in FELTG’s annual Reasonable Accommodation webinar series focuses on a law that went into effect in 2023: the Pregnant Workers Fairness Act (PWFA), which requires agencies to provide reasonable accommodations to employees who are pregnant or have medical restrictions related to pregnancy or childbirth.
In this 60-minute webinar, you will learn answers to the following questions: What are your responsibilities under the PWFA? What are some examples of PWFA reasonable accommodations? What is the best way to prepare for the interactive process when discussing accommodations for pregnancy?
